We Have Begun Time Of Use

Beginning on your bill where the Previous Read date is on or after October 1, 2011, you will be billed on Regulated Rate Plan Time of Use prices.  You will receive this bill beginning in November.    Time –of-Use not only takes into account how much electricity is being used, it also looks at when it is being used. These prices were developed as part of the Regulated Price Plan (RPP) for those with smart meters.  Time-of-use prices reflect the fact that the cost to provide electricity changes throughout the day, depending on the demand for energy.

 There are three different time of use prices (buckets) as of November  1st 2011:
  •  6.2 cents/kWh for off-peak hours
  •  9.2 cents/kWh for mid-peak hours
  •  10.8 cents/kWh for on-peak hours
*These prices are reviewed every six months (May 1, 2012)  by the Ontario Energy Board (OEB) and are subject to change

New Electricity Commodity Prices Effective November 1, 2011

On October 17, 2011, the Ontario Energy Board (OEB) released Regulated Price Plan (RPP) electricity commodity prices that take effect November 1, 2011. RPP prices, reviewed semi-annually, are reflected on the “Electricity” line of residential and small business consumer bills for those who purchase their power directly from their local utility.
  
Time-of-use (TOU) prices are changing as follows: On-peak (from 7 a.m. to 11 a.m. and from 5 p.m. to 7 p.m. weekdays) 10.8 ¢/kWh (0.1 cents)
Mid-peak (from 11 a.m. to 5 p.m. weekdays) 9.2 ¢/kWh (0.3 cents)
Off-peak (from 7 p.m. to 7 a.m. weekdays and all day on weekends and holidays) 6.2 ¢/kWh (0.3 cents)

Tiered Pricing:

Price for consumption up to the tier threshold 7.1¢/kWh
Price for consumption above the tier threshold 8.3¢/kWh

 
 Starting November 1, the threshold below which the lower tiered price applies will change from 600 kWh to 1,000 kWh per month for residential consumers. For non-residential RPP consumers, the threshold stays at 750 kWh throughout the year.
 
The price change for RPP consumers on tiered pricing represents an increase of approximately $0.20 on the ”Electricity” line, or about 0.2% on the total bill, for those using 800 kWh per month. For such consumers, the “Electricity” line impact of the RPP price adjustment ($2.60) is offset by the change in the tier threshold (a reduction of $2.40 that results from allowing 400 kWh more consumption at the lower tiered price during the winter months). When the threshold returns to 600 kWh during the summer, this offsetting impact won’t apply, and the “Electricity” line will increase as a result. Generally, the bill impact related to price changes in November is greater for consumers on TOU than for consumers on tiered pricing, but the bill impact related to price changes in May each year is greater for consumers on tiered pricing.

Planned Power Outage

In an effort to better serve you, Niagara Peninsula Energy will be performing maintenance on the electrical distribution system in your area. This will result in an approximate 5 hour interruption to your electrical service on Saturday September 24th from 7 am until approximately NOON. We will attempt to keep this inconvenience to a minimum. In the event that inclement weather or other circumstances impede our work, this interruption will be re-scheduled for Saturday October 1st from 7 am until NOON.

Peaksaver Program Update

Enrolment in Peaksaver® is now closed
 

On August 15, 2011 enrolment in the peaksaver® program closed. The more than 200,000 Ontarians participating in this demand response program received:
 

• A free, professionally installed, Honeywell ENERGY STAR® programmable touch screen thermostat - $350 value
• Online access to their thermostat controls
• The opportunity to do their part for the environment
 
How Peaksaver works:
 

When the electricity system is reaching critical levels, during the hottest summer afternoons (and never on weekends or holidays) we may remotely cycle participants' air conditioners off and on for 15 minute intervals to reduce the amount of electricity they use. Participants likely don’t notice a change in temperature, because the furnace fan will remain on and continue to circulate the cool air already in the home.

Ontario Energy Board Approves Charges For Electricity Distribution

Niagara Peninsula Energy Inc  filed an application with the Ontario Energy Board (the “Board”) on November 26, 2010 under section 78 of the Ontario Energy Board, 199 8, S.O. 1998, c.15, (Schedule B) seeking approval for changes to the rates that Niagara Peninsula charges for electricity distribution.  The Board approved the rates with an effective date of June 1, 2011.  The rates are detailed in the Tariff of Rates and Charges.

Possible Canada Post Strike

 As Canada Post is currently under negotiations of their collective bargaining agreement, Niagara Peninsula Energy Inc is optimistically looking ahead for no interruption in mail services.

The probability of a strike is unknown at this time. Canada Post will advise customers through their website if the situation changes. If a postal strike occurs, no incoming or outgoing mail will be delivered by Canada Post.

In the event, that a postal strike occurs Niagara Peninsula Energy Inc will take the necessary steps to ensure that we provide customer service to both our customers and vendors to minimize delays in the processing of bills and payments.

Billing and pre-authorized payments will continue on schedule. Every attempt will be made to ensure that bills are delivered to commercial properties. Collection action will be adjusted to account for no mail services. Payments can be made on your account early, couriered or completed electronically. As an alternative to regular mail, you may wish to contact us using our web-site, www.npei.ca, or by:

• Fax: 905-356-0118 (local for Niagara Falls area); 905-957-1839 (local for Smithville area.)

• Drop off at the following locations: 7447 Pin Oak Drive, Niagara Falls, ON; 2676 Clifford Street, Smithville, ON

• Or Courier: 7447 Pin Oak Drive, Niagara Falls, ON (Niagara Peninsula Energy Inc will not reimburse the cost for any documents or payments couriered to our office during a postal strike.)

• Payments can be made by drop off, Pre-authorized Payment Plan, Automated Bank Machine, Telephone or Online Banking, Branch Banking or Financial Institutions.

Niagara Peninsula Energy is committed to ensuring that suppliers and customers receive payment for invoices during a Canada Post Mail Services interruption and will make every attempt to ensure invoice payments/refunds are made available in a timely manner. Suppliers and customers will be notified when cheques are issued and arrangements can be made for cheques to be picked up at our head office located at 7447 Pin Oak Drive, Niagara Falls, Ontario. Proof of identification and verification of employment from the respective vendor will be required at time of pick up. If pickups are not possible, alternate arrangements can be made through our Accounts Payable department.

Please note that all outbound correspondence will be securely retained until the end of a Canada Post work stoppage.

What's new

The Ontario Energy Board (OEB) has released the electricity commodity prices that will take effect from May 1, 2011 to October 31, 2011, under the Regulated Price Plan (RPP).

The change in tier prices, combined with the seasonal change in the tier threshold (from 1,000 kWh to 600 kWh), will impact residential customer bills. Based on average usage of 800 kWh per month, the overall impact on residential RPP electricity bills is approximately $6.12/monthly, or an increase of approximately 6.1%. The seasonal change in the tier threshold accounts for approximately $2 of that estimated total bill impact.
 
For those consumers on Time-of-Use (TOU) pricing, the increase is approximately 3.8% on the total bill per month, or $3.96/month based on average usage of 800 kWh per month.
 
As a result of the introduction of the Ontario Clean Energy Benefit in 2011, a comparison of customer bills of May 2010 and May 2011 shows that overall the total bill has remained relatively stable.
 
Tiered pricing beginning May 1st will be:

  • 6.8 cents per kWh up to and including 600 kWh each month (750 kWh for small business) – up from 6.4 cents; and,
  • 7.9 cents per kWh above the threshold – an increase from 7.4 cents

 
TOU pricing beginning May 1st will be:

  • Off-peak Price at 5.9 cents per kWh (from 5.1 cents)
  • Mid-peak Price at 8.9 cents per kWh (from 8.1 cents)
  • On-peak Price at 10.7 cents per kWh (from 9.9 cents)


RPP prices are based on the OEB’s estimate of the cost to supply electricity to residential and small business RPP consumers over 12 months.

The OEB has cited the primary factors contributing to the overall increase in RPP, which include:

  • Increased electricity market prices and changes in supply mix
  • A higher Global Adjustment
  • The RPP variance account has shifted from a credit to a charge


As previously announced, starting May 1, TOU off-peak hours on weekday evenings will begin two hours earlier, at 7 pm rather than 9 pm. It is expected that approximately 3 million customers will be on TOU billing by June 2011, with more being switched to TOU billing over the summer and through the fall.
